Military personnel may be paid additional payments depending on the level of risk and type of combat missions

The Ukrainian authorities and the military command are considering the possibility of introducing a new model of financial support for military personnel. This is a system of additional payments depending on participation in combat operations and the level of danger of the tasks performed.

The new model is tentatively called the “10/20/40” system.

How the “10/20/40” system will work

According to media reports, the concept provides for daily additional payments to military personnel for specific types of combat work.

In particular, the following scheme is proposed:

10 thousand hryvnias per day – for being in combat positions;
20 thousand hryvnias – for performing strike and search missions, returning lost positions and clearing territories;
40 thousand hryvnias – for direct participation in offensive operations.

According to preliminary calculations, servicemen of infantry units who regularly participate in combat operations will be able to receive from 250 to 400 thousand hryvnias per month.

How they plan to control the accruals

It is assumed that the basis for payments will be orders from military unit commanders. At the same time, the authorities recognize the risks of possible manipulation of documents and “attribution” of combat days.

That is why a mechanism for establishing maximum limits on the number of paid days of participation in assault or offensive operations is being discussed.

The authorities are also preparing changes to contract service

In parallel, a reform of contract service is being discussed. According to preliminary information, several types of contracts with clearly defined terms of service may be introduced for both recruits and active military personnel.

One of the key ideas is the possibility of signing a contract with guaranteed demobilization after the completion of a specified term of service and establishing a period of deferment from re-calling.

A mechanism for renegotiating contracts for active military personnel is also being considered.

No final decisions have been made yet

Currently, the “10/20/40” system exists only at the level of discussions. The relevant proposals have not yet been formalized either in the form of draft laws or as government resolutions.

At the same time, the issue of financing the new payment model remains open. Despite the announcement of support for the initiative by the Ministry of Finance, specific sources of covering additional costs have not yet been announced.

In addition, the draft amendments to the state budget for 2026 do not currently provide for additional costs to increase payments to military personnel.
