Ukraine is preparing for winter: the government has allocated over UAH 22 billion to protect critical infrastructure

Ukraine has begun active preparations for the 2026–2027 heating season, focusing on protecting critical infrastructure and ensuring uninterrupted water and heat supply. This was announced by Prime Minister Yulia Svyrydenko.
According to her, the Cabinet of Ministers has already allocated UAH 22.1 billion for priority measures, in particular to protect 576 key facilities throughout the country. In the context of constant attacks by the Russian Federation, all regions remain in a zone of increased risk, so the pace of preparation should be as high as possible.
Among the main priorities are the development of distributed generation, the creation of backup heat supply systems and the modernization of water utilities. In particular, the implementation of 26 projects in 10 communities with a total budget of UAH 12.7 billion is planned, which include network ringing and the installation of backup equipment.
“People should get through the next winter with light, heat, and water even in the most difficult conditions,” Svyrydenko emphasized.
The government also expects local authorities to co-finance projects. Communities should identify their own resources for the prompt conclusion of contracts and implementation of works.
In general, preparations for the winter are estimated at UAH 278 billion. It is planned to accumulate up to 14.6 billion cubic meters of gas in underground storage facilities, as well as continue the restoration of energy infrastructure and repair of networks.
Amid warnings by Volodymyr Zelensky about possible new attacks by the Russian Federation, in particular on water supply and logistics, the government emphasizes the need to act proactively and strengthen the resilience of critical systems.
