Ukraine plans to significantly increase assistance to families with children with disabilities: payments could reach 71 thousand hryvnias

Ukraine is preparing a large-scale reform of state support for children with disabilities and people with disabilities since childhood. Starting in 2027, it is proposed to significantly increase cash payments and introduce additional social services for families. Depending on the needs, the total support for an individual family may reach UAH 71,000 per month.

The planned changes were announced by the head of the parliamentary Committee on Finance, Tax and Customs Policy, Danylo Hetmantsev.

At the same time, these are legislative changes that still need to go through the necessary procedures. Therefore, the announced amounts do not mean the automatic assignment of new payments to all families right now.

Basic assistance — from UAH 8,000

The reform provides for the introduction of a special basic amount from which social assistance will be calculated.

Starting in 2027, its amount should be determined by the law on the State Budget for the relevant year, but it is assumed that it will be at least UAH 4,000.

The amount of specific payments will depend on this amount. In particular, the basic allowance for certain categories may amount to at least 8 thousand UAH.

For families raising children with disabilities and entitled to a care allowance, the total cash payment may be even greater.

How much is provided for care

For children who are most in need of constant external assistance, it is proposed to significantly increase care allowances.

It is envisaged:

for subgroup A – at least 8 thousand UAH of allowance;

for subgroup B – at least 4 thousand UAH.

Thus, together with the basic allowance, payments may amount to 12 thousand UAH or 16 thousand UAH, depending on the category and entitlement to the allowance.

Up to 71 thousand UAH: where does this amount come from

The declared 71 thousand UAH per month is not a universal cash payment that every family will receive.

This is about the possible total cost of various types of state support depending on the specific needs of the child and family. It can include both direct payments and funding for social services.

According to the calculations given, the total amount of such support for individual families can range from 20 to 71 thousand UAH per month.

Children affected by war want to increase assistance

Separate rules are provided for children whose disability is associated with injuries or other damage caused by explosive objects.

For them, state social assistance is proposed to be increased by 50% of the basic amount.

It is also envisaged that the child will be able to simultaneously receive state social assistance in connection with disability and a pension in connection with the loss of a breadwinner, if the child is entitled to both types of support.

Payments to adults with disabilities since childhood will change

The reform will also apply to adults with disabilities since childhood.

The minimum amount of assistance is proposed to be set at the following levels:

Group I — from 8 thousand UAH;

Group II — from 4 thousand UAH;

Group III — from 3 thousand UAH.

Additional allowances are provided for people who need external care.

For subgroup A, this is at least 8 thousand UAH, for subgroup B — 4 thousand UAH.

For single people with disabilities since childhood of groups II or III, who need constant care, it is proposed to establish an allowance of at least 3 thousand UAH.

Parents will be given the opportunity to temporarily transfer care

An important part of the reform concerns not money, but social services.

In particular, the state plans to finance a temporary rest service for parents or other people who constantly care for a child with a disability.

This should allow parents to transfer care to specialists for a certain period of time in order to rest, resolve personal matters, or restore resources.

It is also planned to finance the support of children during inclusive education and comprehensive development and care services.

Early intervention will be introduced for children under four years of age

Another direction will be a comprehensive social service of early intervention for families with children from birth to four years of age.

It is assumed that the family will be able to receive comprehensive support from specialists during the period when early care can be of particular importance for the child’s development.

The new system should combine financial, social, educational and other types of support.

According to existing plans, financing of a number of new social services should begin in 2027 and continue for the next five years.

At the same time, the final rules, amounts and terms of implementation of the new system will depend on the passage of legislative procedures and the adoption of relevant budget decisions.
