Up to 50% Bonuses for Officials: Parliament Considers Donor-Funded Salary Supplements

The Ukrainian Parliament is considering draft law No. 10284, which would allow additional payments to public officials involved in international projects. The proposal aims to enable such bonuses to be funded through international donors, including EU grants and support from foreign governments and organizations.

What the Bonuses Are For

The initiative seeks to compensate officials for additional responsibilities related to:

  • preparing grant applications;
  • managing international projects;
  • conducting negotiations with partners;
  • reporting and compliance tasks.

Currently, such work often goes unpaid due to legal restrictions on additional income.

How the Mechanism Would Work

The draft law proposes to:

  • expand the sources of payroll funding to include international technical assistance;
  • allow salary supplements financed from donor-funded programs;
  • cap such bonuses at no more than 50% of an official’s average salary.

Decisions on granting these payments would be made by the heads of relevant authorities.

Why It Matters

The reform is expected to:

  • increase motivation among officials to engage in international projects;
  • improve the quality of project implementation;
  • attract additional international funding to Ukraine.

At the same time, the draft law aims to resolve conflicts with existing anti-corruption restrictions on additional income for public officials.

Current Status

The bill has already passed its first reading, and the профильний committee has recommended its adoption in the second reading and in full. If approved, it could become an important tool for strengthening Ukraine’s participation in international programs and reform initiatives.
