Veteran Entrepreneurship Goes Digital: Government Proposes Fully Automated Status Procedure

Full digitalization of the process

The Cabinet of Ministers of Ukraine is proposing a new version of the procedure for obtaining, terminating, and restoring the status of a veteran-owned business. The key innovation is максимальна digitalization aimed at reducing bureaucracy and eliminating human error.

Applications can be submitted online via the Diia portal, where the system will automatically retrieve data from state registers, including the Unified State Register, the register of self-employed persons, and the Register of War Veterans. If the data matches, the status will be granted automatically upon entry into the official Register.

No paperwork required

The new system eliminates the need for collecting paper documents. Verification is carried out digitally, significantly speeding up the process. However, applicants who prefer offline options can still apply through administrative service centers (CNAP) or by mail.

Importantly, obtaining the status remains completely free of charge for veterans.

 Who is eligible

The procedure clearly defines two categories of eligible applicants:

  • Individuals: sole proprietors and self-employed persons with veteran status;
  • Legal entities: private companies where founders, participants, or beneficial owners are war veterans.

 Accountability and safeguards

Applicants bear full responsibility for the accuracy of the submitted data. If discrepancies are detected—such as missing records in official registries—the application will be automatically blocked until corrected.

The procedure also establishes clear rules for:

  • termination of status (e.g., business closure or voluntary withdrawal);
  • revocation of status (in case of false information or non-compliance).

If the status is revoked due to serious violations, reapplication will only be possible after one year.

Real-time monitoring via Trembita

To ensure up-to-date information, the system introduces continuous data exchange through the “Trembita” platform. The Ministry for Veterans Affairs will receive real-time updates on changes in business ownership or activity.

At the same time, entrepreneurs are required to notify the ministry of any changes within seven working days.

What it means for business

The proposed changes aim to create a faster, more transparent, and user-friendly system for veteran entrepreneurs. By automating processes and improving oversight, the government seeks to both simplify access to support and prevent abuse of benefits.
