In April, the Ukrainian government focused on preparing for winter, restoring infrastructure, and providing social support to the population. According to the Prime Minister, the results of the month cover energy, the economy, defense, and the humanitarian sphere.
Energy and winter preparation
The government has kept electricity tariffs for the population unchanged and has begun work to protect 80% of critical infrastructure facilities. In parallel, the connection of cogeneration units and modular boiler houses is being financed, and loans at 10% for the development of distributed generation have been introduced for businesses.
International support and economy
Ukraine has received a decision from the EU Council on a loan of 90 billion euros. Agreements have also been reached with partners on the inexpediency of introducing VAT for individual entrepreneurs.
The government continues cooperation with the International Monetary Fund and the implementation of the Ukraine Facility programs. In addition, the competition for the head of the customs service has been completed and a decision has been made on the taxation of electronic platforms.
Infrastructure Restoration
As of May 1, more than 7.3 million sq. m of road surface had been restored, including on international highways. Separately, road repairs are underway in frontline regions within a radius of 40 km from the contact line.
Social Support
Almost 12 million Ukrainians received payments of UAH 1,500 each to compensate for the impact of rising energy prices. UAH 2 billion in compensation for 20,000 families for destroyed housing and the launch of housing vouchers for IDPs have also been provided.
Defense and Security
The government announced increased protection against drones, simplified retrofitting of aircraft with air defense systems, and accelerated defense procurement through specialized structures.
Deregulation and Construction
Deregulation has begun in the construction industry: permitting procedures have been simplified and an appeal mechanism has been launched through the DIAM.
Education, Veterans and the Agricultural Sector
The state is investing in the safety of educational institutions – shelters are being equipped and food units are being updated. Digital services are being expanded for veterans in the Diya application and the conditions for starting a business are being simplified.
Farmers have received expanded support: compensation for equipment in front-line regions has been increased to 40%, and for land reclamation – to 80%.
Budget revenues
The government has also approved dividend standards for state-owned companies and banks. It is expected that by the end of 2025, the budget will receive more than UAH 50 billion.
