Ukraine prepares changes to contract service, army recruitment, and phased release of mobilized personnel

President of Ukraine Volodymyr Zelenskyy said that the Ukrainian military command and the Ministry of Defense continue to prepare a large-scale army reform. According to the head of state, the launch of key innovations is planned for June.

“Our Ukrainian military command and the Ministry of Defense continue to prepare the army reform – innovations that we need. We expect to start in June,” Zelenskyy said.

The reform will concern contract service and army recruitment

The president said that among the main areas of change are the renewal of the unit recruitment system, improvement of military management, and strengthening of the contract component in the Defense Forces.

According to Zelenskyy, the expansion of the contract system should ensure specified terms of service and create a mechanism for the phased release of military personnel who were mobilized earlier.

“I have instructed to strengthen the contract system in the Defense Forces in such a way that, by expanding the contract component, it will ensure certain terms of service and the possibility of a phased release from service of those who were mobilized earlier,” the head of state noted.

The first results are expected in the summer

The President emphasized that the first results of the reform may appear as early as June. In particular, the changes should affect the financial support of military personnel – soldiers, sergeants and commanders of the Defense Forces.

Zelensky also instructed the military leadership and the Ministry of Defense to hold consultations with combat commanders and take into account their proposals during the finalization of the reform.

Fedorov announced dozens of new projects

Earlier, Defense Minister Mikhail Fedorov reported that a comprehensive transformation is being prepared in the defense sector, aimed at improving the conditions for recruiting and serving.

According to him, out of 30 planned projects, about ten are already in the final stage of preparation and are almost ready to launch.

Ukraine also expects financial support from the EU

In addition to military reform, Volodymyr Zelenskyy said that Ukraine expects the first tranches of financial assistance from the European Union in June as part of a support package of 90 billion euros, designed for two years.

“It is in June that the funds should be used for Ukrainian stability,” the President said.
