Zelenskyy signed a law that allows communities to officially finance the Armed Forces of Ukraine

President of Ukraine Volodymyr Zelenskyy signed Law No. 9559-d, which significantly expands the powers of local governments in the field of supporting the security and defense sector.

Information about the signing of the document appeared in the draft law card on the website of the Verkhovna Rada.

From now on, local councils can officially allocate funds from local budgets for the needs of the Armed Forces of Ukraine without the risk of being accused of misuse of budget funds.

This includes, in particular, the ability to finance the purchase of vehicles, drones, electronic warfare systems, ammunition, equipment and other necessary support for military units.

In addition, the law gives local governments the right to legally finance the construction of fortifications and defense structures.

The Verkhovna Rada adopted the document on June 18, 2024, but the president signed it only 702 days later – on May 28, 2026, the law returned to parliament with the signature of the head of state.

One of the authors of the bill, People’s Deputy Roman Lozynsky, stated that the document opens up the possibility of directing additional tens of billions of hryvnias from local budgets to support the Defense Forces.

“Finally, communities will be able to legally donate to the military. From today, local governments can support the army with community resources without fear,” the deputy wrote in Telegram.

The article also provides an example of Dnipro, where the 2026 budget provided for UAH 200 million in direct subsidies to support the Defense Forces within the framework of the territorial defense program.

In addition, almost UAH 7 million has been allocated as part of a separate program to promote territorial defense for 2022–2026.

At the same time, the public movement “Money for the Armed Forces” calls on local authorities to increase funding for defense needs and reduce spending on landscaping, municipal television, and other secondary areas.

Activists hold regular peaceful rallies near the Dnipro City Council demanding that more funds be directed directly to supporting the Ukrainian military.

The new law is expected to allow communities across Ukraine to become more actively and legally protected in providing for the needs of the Defense Forces in times of war.
