Kyiv Commercial Court imposes significant fines on defense supplier

The Kyiv City Commercial Court has ruled to impose a UAH 97.4 million fine on MILICON UA LLC for supplying substandard products under a state defense contract.

This was reported by the Anti-Corruption Center with reference to the materials of the court case No. 910/14189/25.

Closed court session and participation of the defense agency

According to the CPC, the case was considered in closed session at the request of a representative of the Defense Procurement Agency (DPA), which is the legal successor of the State Logistics Operator after the reorganization of the defense procurement system.

Under the contract, the supplier was obliged to pay fines in the event of the supply of substandard products, which was the basis for the court decision.

Contract for bulletproof vests and quality problems

This concerns the implementation of a state contract for the supply of bulletproof vests, which LLC MILLICON UA concluded in February 2025 for the amount of about UAH 217 million.

According to the terms of the contract, the supply was to be carried out in several batches during 2025. At the same time, the products did not pass the acceptance quality control, and the acceptance certificates of the goods were not signed.

According to the CPC, during inspections, the products were found to use uncertified materials, in particular the so-called “Chinese plates”, as well as sewing defects, which cast doubt on their compliance with safety requirements.

Connection with criminal proceedings and political context

The Anti-Corruption Center also recalled that LLC MILLICON UA appears in the materials of the criminal proceedings, which mentions businessman Timur Mindich.

According to investigators, the company won a tender for the supply of bulletproof vests and was supposed to ensure the fulfillment of a state contract, but the actual delivery caused complaints about quality.

The public also mentions conversations between the participants in the process about attempts to influence the product acceptance procedures, but these allegations are not currently facts established by the court within the scope of this decision.

The court decision may be appealed

The court decision to impose a fine is not yet final and may be appealed on appeal.

The situation surrounding defense procurement and quality control of products for the Armed Forces of Ukraine remains the subject of attention of law enforcement agencies and anti-corruption organizations.
