Admission-2027: the government proposes to abolish the State Tax Service and change the rules of the admission campaign

The Verkhovna Rada has submitted draft law No. 15254 “On Amendments to Certain Laws of Ukraine Regarding the State Final Certification and the 2027 Admission Campaign.” The document provides for updating the rules for admission to higher and professional pre-higher education institutions in conditions of military risks.

As noted in the explanatory notes to the initiative, the changes are necessary to ensure a flexible and safe mechanism for conducting the admission campaign in 2027.

One of the key innovations is the exemption of graduates from passing the state final certification. This applies to students who complete any level of complete general secondary education in 2027.

The draft law also proposes that admission to higher education institutions be carried out according to a separate procedure, which will be determined by the central executive body in the field of education and science. In this case, admission to study will be carried out without complying with certain requirements of the Law of Ukraine “On Higher Education.”

The competitive selection of applicants is planned to be carried out based on the results of the entrance exams of 2024–2027, organized using external independent assessment technologies, as well as creative contests or competitions of physical abilities – in cases provided for by law.

For admission, applicants will take tests in:

Ukrainian language;

Mathematics;
History of Ukraine;
one subject of choice.

Among the disciplines to choose from:

Foreign language;

Biology;
Geography;

Physics;
Chemistry;
Ukrainian literature.

Separately, the document provides that admission to institutions of professional pre-higher education will also take place according to a special procedure approved by the relevant executive body.

It is proposed to finance the organization and conduct of entrance exams from the state budget, as well as other sources not prohibited by law.

Currently, the draft law has been submitted to parliament for consideration.
