Official failed to file 2025 tax return even after deadline
Prosecutors of the Desnyansky District Prosecutor’s Office of Kyiv reported suspicions against the head of the Education Department of one of the capital’s district state administrations for failing to file an annual tax return.
According to the Kyiv City Prosecutor’s Office, as of May 19, 2026, the official had not filed a tax return for 2025, although, according to the requirements of anti-corruption legislation, she was supposed to do so by April 1, 2026.
What is the official suspected of?
According to the investigation, the tax return of a person authorized to perform state or local government functions was not filed either within the established deadline or after its expiration.
The official’s actions were classified under Article 366-3 of the Criminal Code of Ukraine – intentional failure to file a tax return.
The prosecutor’s office emphasizes that criminal liability arises precisely in cases of deliberate evasion of declaration, and not a technical error or minor delay.
The name of the official is not disclosed
Law enforcement officers are not currently disclosing the name of the specific district state administration and the name of the official, since the pre-trial investigation is ongoing.
The procedural management of the case is carried out by prosecutors of the Desnyansky District Prosecutor’s Office of Kyiv.
Why is this important
Declaring income and property is one of the key mechanisms for monitoring the integrity of officials.
Anti-corruption legislation obliges officials to report annually on their income, property and financial obligations. In the event of failure to submit a declaration, the NACP transfers the materials to law enforcement agencies.
In this case, the case reached the stage of reporting suspicion, which indicates the presence of signs of a criminal offense.
Education departments are subject to anti-corruption control
Heads of education departments of district state administrations are responsible for organizing the work of schools, kindergartens and extracurricular institutions in the districts of the capital, and therefore are subject to declaration and are fully subject to anti-corruption legislation.
