Housing for IDPs will become one of the priorities of the new state strategy until 2030

The Ministry of Social Policy stated that without resolving the housing issue, full integration of internally displaced persons is impossible
Housing provision for internally displaced persons will become one of the key areas of the State Policy Strategy for IDPs until 2030, which is to be approved by the Cabinet of Ministers of Ukraine in the near future.
This was announced by the Minister of Social Policy Denys Ulyutin.
According to him, housing is the basis for integrating people into communities, employment, and the opportunity to build a future after forced displacement.
What support programs are already in operation
Currently, a preferential housing lending program is already in operation for IDPs and residents of frontline territories.
Within the framework of the program, the state:
— covers 70% of the down payment;
— compensates 70% of monthly payments during the first year;
— assumes the costs of document processing.
According to the minister, more than 2,600 applications are currently being processed.
Communities allocated UAH 1 billion for housing development
Separately, in 2026, the state allocated UAH 1 billion in subventions to communities for the repair and development of temporary housing in accordance with accessibility standards.
Over UAH 47 million has been allocated for the Odessa region. The funds were distributed among eight facilities, which will provide housing for 684 people, including 74 places for people with disabilities and citizens with limited mobility.
The government calls on business to get involved
At the same time, Denys Ulyutin emphasized that state resources are not enough to cover all the needs of displaced persons.
According to him, socially responsible business, which is able to strengthen state support programs, can play an important role in solving the housing issue.
A separate service portal has been launched for IDPs
The Ministry of Social Policy, Family and Unity of Ukraine also presented a special portal for internally displaced persons.
The platform offers over 45 government services, from cash payments and housing programs to medical care and employment.
The new service was introduced during a dialogue meeting with IDPs, where the effectiveness of existing support programs and the future needs of IDPs were also discussed.
