In Ukraine, the system of registration of pensions, social assistance and benefits may change due to numerous problems with data transfer between state institutions. Due to technical errors, loss of information or confusion in the registers, thousands of people risk being left without legal payments.
The corresponding petition was published on the website of the Cabinet of Ministers of Ukraine.
The author of the initiative, Lyubov Parish, emphasizes that today Ukrainians are often forced to re-collect documents, confirm their status and wait for months for the renewal of payments due to the lack of proper interaction between the Pension Fund, social security bodies and other state structures.
Who suffers the most from problems in the system
The following most often encounter delays or problems when processing payments:
pensioners;
people with disabilities;
veterans;
combatants;
internally displaced persons;
families of deceased military personnel;
Ukrainians who are abroad.
Due to errors in state registers, people can:
lose their pension or social assistance;
be left without benefits;
undergo repeated inspections;
apply to court to renew payments.
The author of the petition emphasizes that citizens often lose money not through their own fault, but due to untimely updating or transferring information between state institutions.
What is proposed to be changed
The petition calls on the government to create a unified system of electronic information exchange between:
Pension Fund of Ukraine;
social protection bodies;
Ministry of Social Policy;
Ministry of Veterans Affairs;
local authorities.
It is also proposed to:
introduce a unified electronic procedure for transferring cases;
record each transfer of data in a digital journal;
automatically notify a person about problems with their documents;
allow online submission of applications for verification or renewal of data;
prohibit suspension of payments due to technical errors;
place the responsibility for finding out the causes of the problems on the state, not on citizens.
According to the authors of the initiative, if the petition is supported, it will help significantly reduce the number of complaints about payment delays and simplify the online registration of social assistance.
