New financial and social guarantees are offered for the military

The Verkhovna Rada of Ukraine has registered draft law No. 15244 “On a long-term motivational model of military service”, which provides for the creation of a comprehensive system of incentives and guarantees for military personnel.
The authors of the initiative state that the document aims to legislatively regulate the issues of long-term motivation for military service, maintaining combat readiness, psychological stability and the desire to continue serving for a long time.
What the draft law proposes
The document provides for the introduction of a new model of financial and social support for military personnel.
Among the main innovations are:
the creation of savings accounts for military personnel, to which cash benefits, allowances, additional payments and rewards will be credited;
monthly and annual bonuses for continuing military service with a gradual increase in their size;
exemption of military cash benefits and other payments from taxation;
preferential mortgage lending with compensation for interest and part of the principal amount of the debt;
the right to free professional, specialized pre-university and higher education;
guarantees of free medical care of any kind.
Emphasis on long-term service
The initiators of the bill emphasize that the current system of providing military personnel is mainly focused on short-term incentives, while the new model should create conditions for long-term service.
According to the authors of the document, a combination of financial bonuses, social guarantees, medical care and opportunities for education can become an important factor in preserving the personnel potential of the Armed Forces of Ukraine.
The parliament is also preparing other changes for the military
In parallel, another bill has been registered in the Verkhovna Rada, which concerns the guaranteed minimum level of financial support for military personnel.
It is expected that parliamentary committees will begin consideration of both initiatives in the near future.
