Serhiy Pashinskyi reached an agreement with the investigation in the case of Kurchenko’s seized oil products

Former MP and head of the National Association of Defense Industries of Ukraine Serhiy Pashinsky has entered into a plea agreement in the NABU and SAPO case regarding the sale of arrested petroleum products by fugitive businessman Serhiy Kurchenko. The final decision on approving the agreement must be made by the High Anti-Corruption Court.

As it became known, the indictment together with the agreement was submitted to the court back in May. At the same time, the meeting at which the consideration of the case on the merits was to begin did not take place, and the materials of the proceedings were later returned to the prosecutor.

The case concerns the events of 2014–2015 after Serhiy Kurchenko fled Ukraine. According to the investigation, the arrested petroleum products that remained on the territory of the state were sold through a state-owned enterprise and related commercial structures. Law enforcement officers believe that as a result of these actions, the state suffered multimillion-dollar losses.

Initially, Pashinsky was charged with creating a criminal organization and appropriating property on a particularly large scale. However, during the completion of the pre-trial investigation, the qualification was changed. The final indictment remained charges of creating a criminal organization and abuse of office with grave consequences.

The Specialized Anti-Corruption Prosecutor’s Office confirmed that the initiator of the negotiations on concluding the agreement was the defense party.

The investigation into the case lasted several years. Some of the defendants have already concluded agreements with the investigation and provided incriminating testimony. In particular, in 2025, the Supreme Court of Criminal Appeals approved the agreement of businessman Serhiy Tyshchenko, whom law enforcement officers call one of the key participants in the scheme.

A separate subject of dispute remains the amount of losses. If earlier the investigation claimed almost UAH 1 billion in losses, then after conducting an examination, the amount was adjusted to UAH 817 million. Pashinsky’s defense insists that the actual damages may be even lower.

The terms of the plea agreement have not been officially disclosed. It is also unknown whether the agreement includes compensation for damages or financial contributions to support the Ukrainian Defense Forces. Separately, the question of the fate of the UAH 272.5 million bail under which Pashinsky was released from pre-trial detention in February 2024 remains open.

The final decision on the approval of the agreement and the future sentence must be made by the Supreme Anti-Corruption Court.
