The Cabinet of Ministers is preparing new decisions on reconstruction, evacuation, and housing and utilities: what will change for communities and the population

The Ministry of Community and Territorial Development of Ukraine has prepared a package of government decisions that are planned to be submitted to the Cabinet of Ministers for consideration by the end of May. These include changes in the areas of reconstruction, housing and communal services, population evacuation, accessibility, and critical infrastructure.

The Ministry of Community and Territorial Development notes that the new decisions should accelerate the recovery of communities, improve the protection of citizens’ rights, and adapt state mechanisms to martial law conditions.

Gas supply and debts of heating and power utilities

One of the projects concerns changes to the regulation on special obligations in the natural gas market.

The document should resolve the problem of debt due to the unreimbursed difference in tariffs and ensure stable gas supplies to heating enterprises and budget institutions.

Funds for regional reconstruction

The government also plans to allocate funding from the Fund for the Elimination of the Consequences of Armed Aggression to complete four reconstruction projects in 2026 — three in Zaporizhia Oblast and one in Cherkasy Oblast.

EIB loan for road safety

Another decision involves updating the terms of the financial agreement with the European Investment Bank.

This involves attracting 9.8 million euros for a project to improve road safety in Ukrainian cities during wartime.

New procurement rules for reconstruction

The Ministry of Development and Trade proposes to update the procurement mechanism through framework agreements, which should reduce bureaucratic procedures and speed up the launch of reconstruction work in affected communities.

Recalculation of the cost of heat and hot water

The government also plans to change the procedure for recalculating the cost of utility services in cases where, due to Russian shelling, heat or hot water was provided in poor quality or not in full.

Accessibility and evacuation of the population

Some changes concern the update of the criteria for assessing the accessibility of facilities and services for people with disabilities. The monitoring results are planned to be integrated into an interactive accessibility map.

In addition, the rules for evacuating the population in wartime and coordination mechanisms during mass displacement of people are being adjusted.

Additional support for communities

The government also plans to update the procedure for providing subventions to communities included in observation zones and programs for compensating for risks for the population.

The Ministry of Development emphasizes that the entire package of solutions is aimed at increasing the resilience of communities and more effectively functioning of the state in wartime.
