The lottery market is moving into online control mode: digital reform of the industry is starting in Ukraine

The practical implementation of the digital transformation of the lottery market has begun in Ukraine. On April 9, 2026, the Resolution of the Cabinet of Ministers No. 421 came into force, which launches the creation of the Unified Register of State Lotteries and actually transfers the industry to a format of full online control.
The document is a logical continuation of the reforms provided for by the laws on state lotteries and public electronic registers, and establishes a new model of interaction between the state and operators – maximally digitalized, transparent and controllable.
The key element of the changes will be the creation of a comprehensive IT system that will unite the Unified Register of State Lotteries and the License Register of Operators. Within the framework of this system, all processes – from obtaining a license to approving the terms of a specific lottery – will be recorded in real time.
The State Agency “PlayCity” has been designated as the regulator and administrator of the system, which will receive the authority not only to maintain registers, but also to appoint public registrars to carry out registration actions.
One of the key innovations will be the introduction of electronic offices of operators. From now on, business interaction with the state will take place online: submitting documents, updating information, and receiving decisions will no longer require physical presence.
The system also provides for automatic identification of each lottery – with the assignment of a unique code and fixing the exact time of data entry. This makes it impossible to manipulate the dates or conditions of lotteries and minimizes the human factor.
An important technological component will be integration with the “Trembita” system, which will ensure the exchange of information between state registers in real time and automatic data verification.
It is assumed that access to information from the register will be open and free of charge. This will allow citizens, investors and regulatory authorities to check the status of lotteries and operator licenses in a few clicks.
Lottery operators will receive new responsibilities: they will act as creators of registry information and will independently enter data through an electronic interface using a qualified electronic signature. At the same time, the system will automatically record all actions, which significantly reduces the risks of fraud.
For businesses, this means a transition to a fundamentally new level of transparency: information about submitted documents must be displayed in the registry no later than 10 calendar days.
At the same time, a transition period is provided: until the full launch of the system, documents can be submitted in paper form, and after the IT solution is put into operation, operators will have two months to transfer archived data to digital format.
It is expected that the introduction of online control will be a key step in de-shadowing the lottery market, increasing trust in the industry and increasing revenues to the state budget.
