The Rada proposes to create a Unified Register of Mobilization Needs and open a mobilization priority

The Verkhovna Rada of Ukraine has registered a draft law “On a Transparent System of Conscription and Mobilization Priority”, which provides for the creation of a Unified Register of Mobilization Needs and open access of citizens to information on the priority of mobilization.

As noted in the explanatory note, the document is designed to ensure greater transparency of mobilization processes in conditions of a protracted war and increase public trust in the conscription system.

The draft law proposes to establish the transparency of the conscription system as one of the basic principles of mobilization training. According to the initiative, the Armed Forces of Ukraine and other military formations will be required to form and maintain a Unified Register of Mobilization Needs in the manner determined by the President of Ukraine.

The register is planned to reflect information on the priority of mobilization, requirements for citizens – in particular, regarding age, health status and military specialty, as well as restrictions on conscription. At the same time, citizens will have the right to free access to this information.

Separately, the document stipulates that mobilization should take place according to a clearly defined order, formed on the basis of criteria of age, health status and specialty of those liable for military service.

If the law is adopted, the Cabinet of Ministers of Ukraine will have three months to bring its regulatory acts into line with the new rules.
