The Rada registered draft laws on electric scooters and small electric vehicles

The Verkhovna Rada of Ukraine has registered two draft laws that are intended to regulate the use of small electric vehicles and liability for violations of traffic rules by their users.
These are draft law No. 15284 on the features of the use of small electric vehicles and draft law No. 15283, which concerns liability for violations in the field of the use of such vehicles.
The texts of the documents have not yet been published, so the details of future changes remain unknown.
At the same time, the topic of regulating electric scooters, unicycles, hoverboards and other personal light electric vehicles is becoming increasingly relevant due to the rapid growth of their popularity and the increase in the number of road accidents involving them.
In parallel, the Verkhovna Rada is also preparing for the second reading of draft law No. 3023, which is intended to determine the legal status of personal light electric vehicles and their users.
In addition, the deputies plan to separately address the issue of the use of electric scooters by minors after consultations with the Ministry of Internal Affairs and the National Police.
Earlier, in the specialized discussions, the issue of the possible introduction of technical control for electric vehicles was also raised – in particular, certification during sale or technical inspection during operation.
However, the Ministry of Community and Territorial Development noted that in the near future, electric scooters and other personal electric vehicles will not receive the status of full-fledged wheeled vehicles and will not be subject to mandatory certification.
The situation with child injuries is of particular concern. Doctors report an increase in the number of serious injuries caused by electric scooters and other light electric vehicles.
In particular, the Ohmatdyt hospital notes that up to 30% of visits to trauma centers and emergency departments are children with serious injuries caused by electric vehicles.
Also, in Ukraine, there are increasingly frequent calls for increased responsibility for users of electric scooters, the establishment of clear traffic rules and the introduction of age restrictions for driving such vehicles.
Experts emphasize that the rapid spread of electric scooters in cities has already become a serious challenge for urban infrastructure, which has not yet had time to adapt to new types of transport and the risks associated with them.
