The US partially lifted sanctions on Russians, ships and Turkish companies: who was excluded from the list

The United States Department of the Treasury has decided to remove a number of individuals and legal entities from the sanctions list imposed against the Russian Federation. These include seven Russian citizens, two Russian vessels and two Turkish companies.
The US Department of the Treasury reported this.
The decision concerns the list of special categories of persons and prohibited persons – a sanctions list that provides for the most stringent financial restrictions. Being on this list means freezing assets, prohibiting access to the American financial system and blocking any business contacts with US residents.
At the same time, the American department has not yet explained the official reasons for this decision.
Among the Russian citizens who were removed from the sanctions list is Ivan Potanin – the son of Russian oligarch Vladimir Potanin and president of Norilsk Nickel. Sanctions were also lifted from representatives of the Russian banking sector, in particular top managers of Novikombank, FC Otkritie and Sovcombank.
In addition to individuals, two Russian vessels were removed from the sanctions list – Gennady Yegorov and Vyacheslav Arshinov.
Sanction restrictions were also lifted from two Turkish companies – IDA Asansor and DEIN DANISMANLIK PAZARLAMA VE TICARET ANONIM SIRKETI. Previously, they were associated with the possible circumvention of international sanctions and the supply of products for the Russian defense-industrial complex.
Experts note that the partial lifting of sanctions does not indicate a change in the general US sanctions policy towards Russia, but may indicate a review of the role of individual individuals or companies in schemes to circumvent restrictions or a clarification of the evidence base.
