The Verkhovna Rada adopted a law on additional guarantees for internally displaced persons

The Verkhovna Rada of Ukraine has generally supported draft law No. 12301, which provides for strengthening state guarantees for internally displaced persons.

307 people’s deputies voted for the relevant decision.

The new law is aimed at improving the system of registration of internally displaced persons, increasing the efficiency of social support and improving the mechanisms for providing housing to citizens who were forced to leave their homes due to the war.

The document, in particular, provides for the creation of a new state database to verify the current needs of internally displaced persons. It is expected that this will allow for a more accurate determination of the real number of internally displaced persons, their status, needs for housing, social assistance and other types of support.

The law pays special attention to the issue of temporary housing. It is envisaged to improve the mechanisms for its provision, which should simplify access of internally displaced persons to housing programs and increase the transparency of the distribution of such resources.

An important social guarantee is also enshrined in the law: the conditions for the appointment and payment of pensions for internally displaced persons cannot contain any additional or different requirements compared to the general procedure established for other citizens of Ukraine.

Earlier, Dmytro Lubinets drew attention to the problem of the lack of up-to-date registration of displaced persons. According to him, the official figure of 4.6 million internally displaced persons has remained unchanged since 2024, which does not reflect the real situation.

Experts note that the adoption of this law could be an important step towards more effective protection of the rights of displaced persons and adaptation of state policy to the real challenges of the war.
