Ukraine abandons paper work books: what will change after June 10

In Ukraine, the transition to electronic accounting of labor activity is being completed: paper work books will actually lose their significance after June 10. From now on, all information about employees’ work history must be entered into a digital register, and the key indicator for calculating pensions will be insurance experience.
The relevant changes were introduced back in 2021 by a decision of the Verkhovna Rada of Ukraine, which established a five-year transition period for the gradual abandonment of paper documents. The main goal of the reform is to modernize the labor accounting system and simplify citizens’ access to social benefits.
Instead of traditional books, data on employees will be stored electronically in the Pension Fund of Ukraine system. This will allow for the automation of the assignment of pensions and other payments without the need to personally apply to state institutions and submit paper documents.
At the same time, citizens are recommended to digitize their work books in a timely manner and transfer the relevant data to the Pension Fund. Despite the set deadline, the parliament is considering the possibility of extending it – until the end of martial law or for several more years after it.
Among the key advantages of the new system are minimizing the risks of losing or damaging documents, as well as making it impossible to falsify data on work experience. In addition, digitalization should contribute to increasing the transparency and efficiency of the entire social security system.
Thus, Ukraine is finally moving from the outdated Soviet model of labor accounting to a modern digital infrastructure focused on the convenience of citizens and the speed of government services.
