The Finance Committee of the Verkhovna Rada is considering bills No. 15112-d and No. 12360, which provide for the introduction of VAT on imported parcels worth up to 150 euros. If adopted, the new rules may change the online shopping system for Ukrainians starting next year.

According to Yulia Pavlenko, Director of the International Operations Department of Ukrposhta, the bills are technically possible to implement, and VAT payment will be made according to one of two models.

The first option involves the automatic collection of 20% VAT directly during the purchase on international marketplaces such as Temu or AliExpress. After that, the funds will be transferred through postal operators to the state budget.

The second mechanism will apply to small sellers who do not integrate their own tax payment systems. In this case, the buyer himself will pay VAT through the postal operator before receiving the parcel.

According to a representative of Ukrposhta, the necessary IT solutions and integrations between marketplaces, operators and customs already exist and only need to be finalized.

Head of the State Customs Service Orest Mandziy said that the customs service is ready to process all international parcels automatically from the beginning of next year.

Businesses support the idea of ​​the bill, emphasizing that the current system creates unequal conditions for Ukrainian companies. In particular, CEO of Intertop Ukraine Serhiy Badritdinov said that due to cheap imports, some companies are already starting to move e-commerce warehouses outside of Ukraine.
