British Prime Minister Keir Starmer, French President Emmanuel Macron, German Chancellor Friedrich Merz and Ukrainian President Volodymyr Zelenskyy met in London, following which they issued a joint statement on the conditions for a possible end to Russia’s war against Ukraine.

The British government announced this.

The leaders voiced key conditions for ending the war

In the joint statement, the parties identified basic principles that could become the basis for a future peaceful settlement.

Among the main points:

an immediate ceasefire;

using the current front line as a starting point for negotiations;

the impossibility of changing internationally recognized borders by force;

providing Ukraine with legally binding security guarantees.

The document also mentions the possible deployment of a multinational support force to ensure stability and security after the end of the active phase of the war.

Russian assets to remain frozen

Separately, the leaders stressed that frozen Russian assets should remain under restrictions until decisions are made on compensation for Ukraine for the losses caused.

The statement also emphasizes the need to form a new European security architecture in cooperation with:

The European Union;
NATO;
Ukraine’s international partners.
A new format for negotiations

The parties supported the idea of holding direct negotiations between Ukraine and Russia with the participation of the United States and European allies.

It is expected that further consultations may take place:

at the G7 summit;
within the framework of the “coalition of the willing”;
during the NATO summit.
Ukraine will strengthen its defense

During the meeting, the issues of strengthening Ukraine’s defense capabilities were separately discussed.

These include:

production of interceptor missiles;
development of air defense and missile defense systems;
strengthening long-range capabilities;
long-term support for the Armed Forces of Ukraine.

The leaders emphasized that Ukraine’s security remains a key element of security for all of Europe amid ongoing Russian aggression.
