Banks have limited card-to-card transfers: how much money can Ukrainians send even to relatives?

In Ukraine, banking restrictions on money transfers for clients who do not have documented income continue to apply. Depending on the level of financial risk, the monthly limit can be from 50 to 100 thousand hryvnias. The restrictions even apply to transfers between relatives.

What limits apply to money transfers

Ukrainian banks apply restrictions in accordance with the Memorandum on Ensuring Transparency in the Functioning of the Payment Services Market.

The size of permitted transfers depends on the client’s risk category and the availability of documents confirming the legality of the origin of the funds.

In particular, the following restrictions are provided:

Up to 100,000 UAH per month – for clients with a low or medium risk level who do not have documented income.

Up to 50,000 UAH per month – for clients with a high risk level.
Without the specified standard limits – for clients whose income is confirmed by relevant documents, taking into account the individual conditions of the bank.

Restrictions may apply not only to card-to-card transfers (P2P), but also to payments using IBAN bank details.

At the same time, transfers between the client’s own accounts within the same bank are not subject to the specified limits.

Is it possible to transfer money to relatives

Family ties between the sender and the recipient do not in themselves exempt from banking restrictions.

That is, transferring funds to parents, children, husband, wife or other close persons may be taken into account when determining the total monthly volume of outgoing transactions.

If the client regularly transfers significant amounts, the bank may ask to confirm the source of the money.

What will happen if you exceed the limit

Exceeding the established limit does not mean an automatic fine or immediate blocking of the bank card.

However, the financial institution may temporarily restrict further outgoing transfers or refuse to carry out a particular transaction.

In addition, the bank has the right to request additional documents to verify the legality of the origin of the funds.

How to increase the transfer limit

To review the established restrictions, the client must contact his bank and provide documents confirming income.

These may be:

a salary certificate;
a tax return;
documents on the sale of real estate or other property;
documents on inheritance;
other confirmation of the legal origin of the funds.

After the check, the bank may increase the individual limit in accordance with the client’s financial situation and the results of the risk assessment.

Why banks have tightened control

The main purpose of the restrictions is to counteract illegal financial transactions, money laundering and the use of bank cards in fraudulent schemes.

Previously, the National Bank of Ukraine set a temporary limit of 150 thousand hryvnias per month for individual transfers. After the expiration of this limit in April 2025, banks continued to apply their own control mechanisms within the framework of interbank agreements.

It is important that the specified limits are not a universal legislative ban on transfers exceeding 50 or 100 thousand hryvnias. The specific conditions depend on the bank, the client’s risk profile and confirmation of his income.

Thus, Ukrainians who plan to regularly transfer significant amounts should clarify the established limits with their bank in advance and prepare documents on the origin of the funds.
