Denmark may limit the issuance of passports to Ukrainian men of conscription age

The Danish government proposes to change the rules for issuing residence permits for Ukrainian refugees. The relevant bill was submitted by the country’s Minister of Immigration and Integration on June 25. The innovations will apply to men of draft age who are subject to mobilization in Ukraine.

According to the initiative, men aged 23 to 60 will be able to obtain a residence permit under a special law only if they have documentary evidence of exemption from military service. A similar approach will be applied to young Ukrainians under 23: after reaching this age, their status will not be extended without appropriate documents.

If the law is adopted, the new rules will apply to all applications submitted starting from June 25, 2026. At the same time, applications that were submitted earlier or will be considered before the document enters into force will be evaluated according to the current rules.

Separately, the Danish Immigration Service will check permits already issued for men who submitted documents after June 25. If grounds are found, such permits may be revoked.

At the same time, the new restrictions will not affect Ukrainians who have already received protection status or submitted applications before this date. For them, the mechanism for extending the permit will remain unchanged.

Against this background, the issue of migration policy in Europe continues to escalate. Earlier, President Ursula von der Leyen called on EU countries to reconsider their approaches to accepting Ukrainian refugees.
