Former Deputy Secretary of the National Security and Defense Council was informed of a new suspicion: an attempt to seize state-owned real estate in Kyiv

The State Bureau of Investigation, in cooperation with the Security Service of Ukraine, reported a new suspicion to former People’s Deputy and former Deputy Secretary of the National Security and Defense Council of Ukraine Volodymyr Sivkovych.
According to the investigation, law enforcement officers documented new episodes in the case of an attempt to illegally seize state property – an unfinished complex of the Republican Clinical Hospital, known as the “Burn Center”, as well as a land plot with an area of over 21 hectares in the Desnyansky district of Kyiv.
According to the investigation, the approximate cost of this object is about 300 million hryvnias.
As investigators established, during 2006–2021, Sivkovych, together with his accomplices, implemented a multi-level scheme to seize state real estate. This involved the artificial creation of debt obligations of the developer, which were later planned to be used in the bankruptcy procedure for the subsequent transfer of ownership of the medical complex.
According to the investigation, the scheme involved officials of a state-owned enterprise, a private project organization, and affiliated business structures. The contractor concluded a contract to adjust the project and complete construction for the amount of 30 million hryvnias, but did not fulfill its obligations, which led to the accumulation of artificial debt.
Subsequently, the corporate rights of the project organization, along with the right to claim the debt, were transferred to related parties, which was to become the basis for the actual appropriation of the facility.
The Prosecutor General’s Office incriminates the defendants with a number of serious crimes, including fraud on an especially large scale, legalization of property obtained by criminal means, and abuse of office.
The court is currently considering the issue of returning the unfinished medical complex to state ownership. Some of the suspects, according to law enforcement officials, are hiding abroad.
