Government launches experimental “motivational contract” for military service

The Cabinet of Ministers of Ukraine has approved Resolution No. 768, which introduces a pilot project to introduce a new form of military service — the so-called “motivational contract”. The initiative aims to increase the number of motivated personnel in combat units.
The new service format provides for clearly defined contract terms, the possibility of choosing a military unit and position, as well as an expanded package of social and financial guarantees. Civilians, active military personnel, reservists, foreigners and other specified categories can participate in the project.
At the same time, the contract provides for mandatory participation in the performance of combat missions — at least six months of service in areas of combat operations during the term of the contract.
Among the provided incentives are one-time and monthly payments, combat allowances, housing compensation, access to mortgage lending at 3% per annum, preservation of the job and place of study, as well as the possibility of entering higher education institutions at state funds.
A separate component of the reform is the introduction of a mechanism for postponing mobilization after the end of the contract. Its duration will depend on the length of service and participation in hostilities and can be at least six months with a possible increase depending on the intensity of service and previous military experience.
Applications for participation in the program are submitted through recruiting centers, TCCs and SPs or electronic services. Candidates can choose only those units and positions that are included in specially approved lists.
The decision on acceptance into service is made by the military unit after an interview within three working days; in case of refusal, the candidate must be provided with a reasoned explanation.
As noted, the “motivational contract” is an experimental model that combines a voluntary approach to army recruitment with increased social guarantees and clear conditions of service and dismissal.
