NBU fined Ukrposhta over UAH 2.5 million for violations in the payment market

The National Bank of Ukraine has imposed a fine of UAH 2.544 million on Ukrposhta for violating legislation in the field of payment services and consumer protection.
The relevant decision was adopted on June 22 by the Committee on Supervision and Regulation of Banking Activities and Oversight of the Payment Infrastructure of the NBU.
According to the regulator, the sanctions were imposed due to violation of the requirements of the Law of Ukraine “On Payment Services”, the rules for organizing cash work, maintaining the secrecy of the payment service provider, as well as the procedure for issuing and acquiring payment instruments.
The company is obliged to pay the fine within 14 days from the moment of official receipt of the decision.
This is not the first conflict between the regulator and the state-owned company. On the eve of the NBU also recognized the General Director Ihor Smilyansky as not meeting the requirements for professional suitability for the head of a financial payment services provider. The regulator obliged the shareholder to remove him from his position and appoint a new head within five days.
Smilyansky himself links this to the process of launching a postal bank based on Ukrposhta. At the same time, the company’s financial performance remains problematic: in the first quarter of 2026, the company’s net loss amounted to UAH 204.8 million, and over the past two years, the total amount of fines from the NBU has reached almost UAH 22 million.
