Payments, rehabilitation and mandatory military service: Rada supports new guarantees for military personnel

The Verkhovna Rada adopted in the second reading Bill No. 13704-d, which expands social guarantees for servicemen, veterans, those released from captivity and other defenders of Ukraine. Among the key changes are guarantees during long-term treatment and rehabilitation, preservation of financial support, expansion of prosthetics opportunities and mandatory VLK before returning to the military unit.

The main provisions of the document were presented by the People’s Deputy from the Batkivshchyna faction of the All-Union Party Mykhailo Tsymbalyuk.

Leave for treatment and long-term rehabilitation

One of the key innovations of the bill is the regulation of the issue of leave for treatment due to illness.

It also provides for the possibility of long-term rehabilitation of a serviceman, if his condition requires it. The duration of recovery should not be artificially limited if medical indications indicate the need for continued rehabilitation.

Monetary benefits will be preserved

The document strengthens financial guarantees for servicemen during treatment and rehabilitation.

In particular, monetary benefits are expected to be preserved, including in cases where a serviceman is undergoing treatment in medical institutions abroad.

It also refers to additional payments provided for by law in the event of injury.

Mandatory VLK before returning to the unit

Another important change concerns the return of servicemen to duty after treatment.

The bill provides for mandatory passage of a military medical commission after completion of treatment and rehabilitation before returning to the military unit.

Thus, the actual state of health of the serviceman and his suitability for further service should be determined.

Prosthetics will be expanded

A separate block of changes concerns military personnel and veterans with disabilities as a result of the war.

They plan to expand the possibilities of rehabilitation and prosthetics for them, including the provision of modern functional prostheses and limb orthoses.

The document also provides for equal conditions of treatment and rehabilitation at the expense of the state budget for military personnel, veterans released from captivity and foreigners defending Ukraine.

Nutrition conditions will also change

The draft law provides for improving nutritional conditions during treatment and rehabilitation.

These guarantees will apply to military personnel and veterans released from captivity, as well as foreigners and stateless persons serving in the Armed Forces of Ukraine.

“For us, this is not just another draft law. These are specific guarantees for people who are defending Ukraine today, as well as for veterans and those who have returned from captivity and are going through a difficult path of treatment and recovery,” Mykhailo Tsymbalyuk emphasized.

Bill No. 13704-d should strengthen state support for defenders at various stages — from treatment after injury to rehabilitation and determining the possibility of returning to military service.
