The government has changed the rules of housing vouchers for displaced people: who will lose the right to help

The Cabinet of Ministers of Ukraine has updated the procedure for using housing vouchers for internally displaced persons. The new rules will come into effect on August 1 and provide for a number of restrictions for recipients of state support.
As reported by People’s Deputy Pavlo Frolov, from now on, housing vouchers will not be provided to displaced persons who are already participants in the state affordable housing program e-Housing or who previously used preferential mortgage lending within the framework of this program.
In addition, the right to a voucher will be lost by IDPs who, after the start of the full-scale invasion, terminated the right to housing ownership, as well as persons who registered their place of residence in the temporarily occupied territories after their occupation.
Separately, the government has banned the use of housing vouchers to repay an already issued mortgage under the e-Housing program. Thus, the voucher can no longer be used to close an existing loan.
However, for certain categories of displaced persons, another mechanism was left – using a voucher as a down payment when applying for a mortgage. This option is provided for IDPs from temporarily occupied territories who have the status of a combatant or a disability as a result of the war.
The launch of the new mechanism is expected after July 17, but for this the Verkhovna Rada must adopt draft law No. 15335, which will regulate the issue of property rights.
