The Rada unblocked budget amendments: Ukraine will receive additional EU funding for defense

The Verkhovna Rada of Ukraine has unblocked the signing of amendments to the state budget for 2026, not supporting seven resolutions that prevented the entry into force of the relevant law. After the President’s signature, the document will open the way to attracting additional funding from the European Union for the security and defense sector.
This is Bill No. 15224, adopted by the parliament on June 10, which provides for an increase in spending on security and defense by UAH 1.56 trillion. The main part of the funds — UAH 1.3 trillion — will be directed to the purchase, repair and modernization of weapons, military equipment and ammunition.
Another UAH 174 billion is earmarked for financial support for military personnel, UAH 14.6 billion — to the reserve of the security and defense sector. Separately, UAH 40 billion is provided for preparing regions for winter: protection of critical infrastructure, boiler houses, backup power systems and cogeneration. The same amount will additionally replenish the reserve fund of the state budget.
However, the decision sparked heated debate in parliament. Some MPs pointed out that UAH 40 billion had been withdrawn from the Ministry of Defense’s weapons procurement program and redirected to the reserve fund.
Opposition MPs said that under the current conditions, the army should remain the state’s absolute priority, and defense funding should not be reduced even partially.
Despite this, the law has finally been unblocked, and after being signed by the President, Ukraine will be able to immediately attract EU funds for critical defense needs and ensure the country’s stability in wartime.
