The Verkhovna Rada of Ukraine has registered a draft law on the competitive election of the Prosecutor General: this is one of the EU requirements

The Verkhovna Rada has registered draft law No. 15343, which provides for the introduction of a competitive procedure for electing the Prosecutor General of Ukraine. The initiative is part of the key reforms that the state must implement in 2026 to promote European integration.
The author of the draft law is People’s Deputy Anastasia Radina.
The document proposes to change the current model for appointing the Prosecutor General, according to which the president nominates a candidate with the consent of the parliament. Instead, the competition should be conducted by the High Council of Justice.
According to the draft, the competition commission will consist of six people: three representatives of the High Council of Justice and three international experts delegated by European partners. Based on the results of the selection, the commission will form two candidates, one of which the president will submit to the parliament.
The draft law also tightens the requirements for candidates: the future Prosecutor General must have at least five years of experience in senior positions in state or international structures.
Separately, the document introduces a clear mechanism for expressing no confidence in the Prosecutor General, limits the term of performance of the duties of the head of the prosecutor’s office by his deputy to six months, and transfers the issue of disciplinary liability of the Prosecutor General to the competence of the High Council of Justice.
The initiators call this draft law an important step towards strengthening the independence of the prosecutor’s office and reducing political influence on the law enforcement system.
