Zelenskyy signed the law on public procurement: Ukraine is bringing the tender system closer to EU standards

President of Ukraine Volodymyr Zelenskyy signed Law No. 4888-IX “On Public Procurement”, which provides for a comprehensive update of the public procurement system in accordance with European standards.

The document harmonizes Ukrainian legislation with European Union directives and is an important step within the framework of European integration. The law is also aimed at enhancing transparency, increasing competition and expanding business access to public tenders.

One of the key changes is the improvement of the mechanism for dividing large purchases into separate lots. This opens up new opportunities for small and medium-sized businesses, allowing small companies to participate in large public orders.

Also, for the first time, the possibility of submitting alternative tender proposals is being introduced. This will allow businesses to offer their own, more technologically or economically advantageous solutions.

Separately, the law regulates the issues of subcontracting and co-executors, which provides clearer rules for interaction in large projects and strengthens the legal protection of all participants.

In addition, the mechanisms of framework agreements and dynamic procurement systems have been updated, which will allow businesses to plan long-term cooperation with the state without having to go through all the bureaucratic procedures again.

The government emphasizes that the new law is an important signal for international partners and investors, as it confirms Ukraine’s readiness to implement transparent EU rules and standards during the reconstruction of the state.
