Housing rentals in Ukraine are being brought under tighter control: what will change for owners?

In Ukraine, the procedure for submitting information on notarized real estate lease agreements is changing. From now on, notaries will no longer send paper notifications to the tax office – all data will be transmitted exclusively in electronic format.

The relevant changes were approved by the Cabinet of Ministers by Resolution No. 698 of June 4, 2026. The document entered into force on June 9 and became part of the state’s broader course on digitalization and strengthening financial control.

The new procedure provides that the electronic notification of the certification of the lease agreement will be signed with a qualified or advanced electronic signature of a notary. In addition, the updated form of the document will contain more mandatory information: data about the notary himself, the lessor, the lessee and the real estate object.

The State Tax Service explains that the main goal of the innovation is to improve the administration of personal income tax on income from real estate rental.

In fact, this means that information about the concluded lease agreement will automatically be sent to the tax office on the day of its certification, without delays and paperwork.

No new obligations are introduced for landlords and tenants, but for homeowners this means a significantly higher level of transparency. It will now be much more difficult to hide income from renting out real estate or avoid declaring it.

Resolution No. 698 was a continuation of a number of government changes in the field of housing rental, which began to operate in Ukraine in June and are aimed at strengthening control over the real estate market.
